HB 1623 -- ELECTRONIC BIDDING FOR HIGHWAY AND BRIDGE CONTRACTS SPONSOR: St. Onge COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Transportation by a vote of 12 to 0. This bill authorizes the Highways and Transportation Commission to receive bids and bid bonds electronically via the Internet for any contract for construction, maintenance, repair, or improvement of any bridge or highway in the state highway system. At its discretion, the commission may elect to receive both electronic and paper bids, or the commission may specify electronic bidding exclusively for any proposed contract. The bill establishes minimum criteria for the electronic bidding program. FISCAL NOTE: No impact on General Revenue Fund in FY 2007, FY 2008, and FY 2009. Estimated Income on Other State Funds of $90,000 in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that 27 other states accept electronic bidding. This will bring Missouri up to date with new technology and save time and resources.
