HB 1704, HCA 1 -- PROOF OF LAWFUL PRESENCE SPONSOR: St. Onge COMMITTEE ACTION: Voted "do pass" by the Committee on Transportation by a vote of 12 to 0. This bill exempts individuals who are 65 years of age or older and have previously been issued a Missouri noncommercial driver's license, noncommercial instruction permit, or nondriver's license from showing proof of lawful presence at the time of renewal. HCA 1 -- Adds an emergency clause. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that the bill will help people 65 years of age or older because this segment of society has the most problems obtaining or possessing a birth certificate. Testifying for the bill were Representative St. Onge; AARP; and Department of Revenue. OPPONENTS: There was no opposition voiced to the committee.
