HCS HB 1751 -- CRIMINAL JUSTICE SPONSOR: Roark (Munzlinger) COMMITTEE ACTION: Voted "do pass" by the Special Committee on General Laws by a vote of 8 to 0. This substitute revises the laws so that minors may acquire, use, and transfer, but not buy or sell, handguns subject only to federal regulations. A permit will no longer be required for any person to acquire, use, or possess a handgun. The penalty for minors acquiring, using, or transferring a firearm in violation of the substitute will be an infraction punishable by a fine of $100 or less. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that the bill will allow minors to engage in hunting and shooting sports and all other activities allowed by federal law. Testifying for the bill were Representative Munzlinger; and National Rifle Association. OPPONENTS: There was no opposition voiced to the committee. OTHERS: Others testifying on the bill say that abolishing the permit system entirely is permissible, is in accordance with other state's laws, and will simplify the law.
