Summary of the Committee Version of the Bill

HCS HB 1751 -- CRIMINAL JUSTICE

SPONSOR:  Roark (Munzlinger)

COMMITTEE ACTION:  Voted "do pass" by the Special Committee on
General Laws by a vote of 8 to 0.

This substitute revises the laws so that minors may acquire, use,
and transfer, but not buy or sell, handguns subject only to
federal regulations.  A permit will no longer be required for any
person to acquire, use, or possess a handgun.  The penalty for
minors acquiring, using, or transferring a firearm in violation
of the substitute will be an infraction punishable by a fine of
$100 or less.

FISCAL NOTE:  No impact on state funds in FY 2007, FY 2008, and
FY 2009.

PROPONENTS:  Supporters say that the bill will allow minors to
engage in hunting and shooting sports and all other activities
allowed by federal law.

Testifying for the bill were Representative Munzlinger; and
National Rifle Association.

OPPONENTS:  There was no opposition voiced to the committee.

OTHERS:  Others testifying on the bill say that abolishing the
permit system entirely is permissible, is in accordance with
other state's laws, and will simplify the law.

Others testifying on the bill were Missouri Sheriffs'
Association; and Kevin Jameson.
