HB 983 -- DISPLAY OF FLAGS SPONSOR: Meadows COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Veterans by a vote of 11 to 0. This bill requires the United States and the Missouri state flags to be flown at half-staff on all government buildings on September 11 of each year. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that we continue to incur losses as a result of the terrorist attacks on September 11, 2001. There are no longer formal observances of September 11 and lowering the flags to half-staff will keep the memory of that day, and those who died, alive. Testifying for the bill were Representative Meadows; Marine Corps League, Department of Missouri; Missouri Veterans Commission; Military Officers Association of America, State Council; Missouri Association of Veterans Organizations; American Legion, Department of Missouri; and Veterans of Foreign Wars of the United States, Missouri Department.
