HB 1044 -- Sexual Offenses

This bill creates the presumption that a minor younger than 14
years of age who is seeking an abortion is a victim of statutory
rape in the first degree.  Any abortion provider that determines
the person seeking abortion services is younger than 14 years of
age or is between the ages of 14 and 18 and there are indications
that the minor is a victim of a sexual offense must comply with
state reporting procedures for the possible crime.
