HB 1181 -- Teacher Certification

Currently, a person who has been convicted of a felony or a crime
of moral turpitude may be issued a teaching certificate by a
unanimous vote of the State Board of Education.  This bill
permits the Commissioner of Education to grant a certificate
after an investigation by the Department of Elementary and
Secondary Education.  The state board will decide an appeal of a
denied certificate.
