HB 1360 -- Abandoned Motor Vehicles

This bill allows towing companies to sell abandoned vehicles for
parts or scrap metal, excluding major component parts, on a bill
of sale to scrap metal operators or licensed salvage dealers
after the property remains unredeemed following a 10-day
notification period to the last known owner and any lienholder.

Scrap metal operators and licensed salvage dealers cannot be
issued a junking certificate or certificate of ownership.
