HB 1585 -- School District Proposition C Funds

The school funding formula requires the moneys in the School
District Trust Fund derived from a one-cent sales tax, commonly
known as Proposition C funds, to be distributed on the basis of
weighted average daily attendance.  This bill creates a phase-in
period for the Proposition C fund distribution that coincides
with the phase-in period for the Senate Bill 287 school funding
formula.  During the phase-in, a method of counting students
under the previous formula, the eligible pupil count, will be
used for the percentage of the school district state aid payment
corresponding to the previous formula.

The bill contains an emergency clause.
