HB 1720 -- Registration of Environmental Professionals Sponsor: Bivins This bill allows persons certified as professional engineers or registered geologists to apply to the Department of Natural Resources for certification as registered environmental professionals if they have at least 10 years of relevant experience. No educational or professional qualifications will be required. Environmental professionals must maintain $1 million in professional liability insurance or demonstrate that their employer has a net worth of at least $5 million. Environmental professionals may submit construction or operating permits under Chapters 643 and 644, RSMo, work plans involving investigation or remedial measures concerning environmental conditions at a site, and closure reports certifying that a site complies with all department requirements and does not pose a threat to public health. The department may review permits, work plans, and closure reports for 45 days. If the department does not make any comment or request additional information, the permit, work plan, or closure report will be approved. If the department makes comments or requests additional information, it may review the matter for another 20 days at which time the permit, work plan, or closure report must be approved or the department must make a further comment or request. The department may revoke registration for good cause and may sue environmental professionals, their employers, or their insurance companies for any willful or negligent acts.
