HB 1751 -- Firearms Regulation

This bill revises the laws so that minors and adults may acquire,
use, and transfer but not buy or sell handguns subject only to
federal regulations.  A permit will no longer be required to
acquire, use, or possess a handgun that is not purchased, and a
permit to purchase a handgun will no longer be required for
persons holding a valid permit to carry concealed weapons issued
in accordance with Section 571.101, RSMo.  The penalty for buying
a firearm without a permit or selling a firearm to someone who
does not have a permit is reduced from a class A misdemeanor to
an infraction punishable by a fine of $100 or less.
