HB 1968 -- Higher Education Loan Authority

This bill requires the Missouri Higher Education Loan Authority
(MoHELA) to hire an independent consultant to analyze legal and
fiscal issues before any agreement for the sale or liquidation of
an asset is finalized.  The study must include an actuarial
analysis and findings concerning the effect of the proposed sale
on student loan interest rates.  The sale, liquidation, or
agreement for sale or liquidation is subject to legislative
approval.
