HB 2032 -- State Adequacy Target for Education

This bill creates an alternative way of calculating the state
adequacy target for school funding.  The adequacy target, after
its initial calculation, will be the greater of the amount that
is based on the expenditures in performance districts, as
provided in current law, or the current target amount multiplied
by one plus the federal Consumer Price Index percentage growth in
the third and fourth previous years.

The bill contains an emergency clause.
