HB 2070 -- State School Aid

This bill allows a hold-harmless school district in a county that
has a county dollar value modifier in excess of 1.10 and which is
less than its regional dollar modifier to increase the value of
its dollar value modifier by the same percentage the
appropriation for the foundation formula is increased each year,
up to the value of the regional dollar value modifier.

The bill contains an emergency clause.
