HB 2108 -- Utility Rate Adjustments

This bill removes the mechanisms for adjusting public utility
surcharges outside of a general rate proceeding.  The Missouri
Public Service Commission may allow adjustments only for the
purposes of economic development or the construction of electric
powerhouses.  Adjustments will not be allowed on the basis of
weather or conservation factors for all surcharges involving
residential and commercial customer usage.  Petitions for rate
increases involving general rate proceedings are prohibited until
after August 28, 2007.
