HB 2129 -- Renewable Energy Sponsor: Guest This bill requires the Missouri Public Service Commission to promulgate rules that require utilities and municipal utilities, but not cooperatives and small producers, to make a good faith effort to achieve the following renewable energy goals set in terms of a percentage of retail sales of energy: (1) At least 1% of retail sales after December 31, 2008; (2) At least 2% of retail sales after December 31, 2012; (3) At least 3% of retail sales after December 31, 2016; (4) At least 6% of retail sales after December 31, 2020; and (5) At least 10% of retail sales after December 31, 2024. The commission is authorized to take into account adverse economic impacts, reliability, and technological feasibility when making, implementing, or waiving rules. The commission may use a weighted scale to determine how energy produced from various sources such as wind, water, biomass, and solar power will count toward the renewable energy goals. Additional credit may be given for renewable energy resources located in Missouri. The commission must create a system for trading renewable energy credits, which are defined as a certificate showing the production of one kilowatt-hour of electricity from renewable energy sources, on the open market so that the requirements can be met through either production of energy or the purchase of renewable energy credits. Suppliers of electrical power must disclose the sources of their energy production to the commission so that this information can be posted on the Internet.Copyright (c) Missouri House of Representatives
