HB 2149 -- Ethics Sponsor: Harris (23) This bill changes the laws regarding lobbying activities and campaign contributions. In its main provisions, the bill: (1) Prohibits employees of the General Assembly or any elected statewide officer from receiving compensation for political campaign or party activities; (2) Prohibits appointed officials to offices requiring Senate consent from making contributions to or holding office in political parties or taking part in political campaigns; (3) Prohibits members of the General Assembly from receiving any single gift with a value of more than $50 or gifts totaling $100 in a single calendar year from a lobbyist or a lobbyist's principal; (4) Requires statewide elected officials to file a report when provided with private airplane service; (5) Prohibits lobbyists from paying for out-of-state travel for any member of the General Assembly; (6) Requires lobbyists to disclose new contract income, the amount of expenditures on individual members of the General Assembly even if the gifts were provided to a caucus, and gifts to the employees and certain relatives of public officials in the reports required under Section 105.473, RSMo; (7) Adds certain employees of the General Assembly to the list of those required to file financial interest statements under Section 105.483; (8) Prohibits legislative and senatorial district committees from contributing to candidates for any statewide office; (9) Limits contributions to legislative district committees to $250 per person per year; (10) Limits contributions to senatorial district committees to $500 per person per year; (11) Prohibits candidates for any statewide office from receiving contributions while the General Assembly is in session; (12) Standardizes contribution limits and disclosure report filing times; (13) Establishes deadlines for filing disclosure reports required under Section 130.041; and (14) Expands the crime of bribery, a class D felony, to include certain activities involving candidates for public office, members of political campaign committees, members of political party committees, and members of legislative caucuses.Copyright (c) Missouri House of Representatives
