AN ACT
To amend chapter 190, RSMo, by adding thereto one new section relating to the board of directors of an ambulance district.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 190, RSMo, is amended by adding thereto one new section, to be known as section 190.053, to read as follows:
190.053. 1. All members of the board of directors of an ambulance district elected on or after January 1, 2006, shall attend and complete an educational seminar or conference or other suitable training on the role and duties of a board member of an ambulance district. The training shall be completed within one year of election to the board, and shall be conducted by the Missouri Ambulance Association. The Missouri Ambulance Association shall determine the content of the training to fulfill the requirements of this section. Such training shall include, at a minimum:
(a) Information relating to the roles and duties of an ambulance district director;
(b) A review of all state statutes and regulations relevant to ambulance districts;
(c) State ethics laws;
(d) State sunshine laws;
(e) Financial and fiduciary responsibility;
(f) State laws relating to the setting of tax rates; and
(g) State laws relating to revenue limitations.
2. Notwithstanding any other provision of law to the contrary, no ambulance district board member shall receive any compensation for attending any meeting under this chapter unless such board member has attended an approved training course within the twelve months before or attends an approved training course within three months after such meeting.
