AN ACT

To amend chapter 196, RSMo, by adding thereto one new section relating to funding for the life sciences research trust fund.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 196, RSMo, is amended by adding thereto one new section, to be known as section 196.1132, to read as follows:

            196.1132. 1. It shall be the policy of the state of Missouri to promote research involving the use of human stem cells that are not derived from prohibited research, as defined in section 196.1127.

            2. Twenty-five percent of the moneys received by the state of Missouri from subsequent participating manufacturers that, after January 1, 2004, joined or will join the master settlement agreement defined in section 196.1000 that are deposited by the state treasurer into the life sciences research trust fund shall be appropriated by the general assembly to the life sciences research board. The board shall expend twenty-five percent of such moneys to fund the program established under section 196.1129 and seventy-five percent of such moneys to fund life sciences research projects involving the study, use, or therapies involving human stem cells derived from nonembryonic and nonfetal sources.
