HCS HB 184 -- CHILDREN'S SERVICES PROTECTION ACT SPONSOR: Schneider (Dempsey) COMMITTEE ACTION: Voted "do pass" by the Committee on Local Government by a vote of 10 to 1. This substitute establishes the Children's Services Protection Act which requires any city or county that has levied a sales tax to provide services to children in need under Section 67.1775, RSMo, to reimburse the community children's services fund the amount of tax revenue that is used for or diverted to any tax increment financing project approved or adopted after August 28, 2007. FISCAL NOTE: No impact on state funds in FY 2008, FY 2009, and FY 2010. PROPONENTS: Supporters say that when the voters of the City of St. Charles passed a sales tax in 2004 to fund a community children's services fund, the voters did not intend for the revenue to be diverted to tax increment financing projects. Testifying for the bill were Representative Dempsey; Missouri Coalition of Community Mental Health Centers; Jim Moody, Crider Center for Mental Health; and City of St. Charles.
