HCS HB 211 -- PEACE OFFICERS STANDARDS AND TRAINING SPONSOR: Bruns (Jones, 117) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Crime Prevention and Public Safety by a vote of 10 to 0. This substitute expands the number of members on the Peace Officers Standards and Training Commission from nine to 11 by including two members that are peace officers at or below the rank of sergeant employed by a political subdivision. No more than two members of the commission can reside in the same congressional district or be employees of the same law enforcement agency. The substitute also allows the Director of the Department of Public Safety to establish rules to implement the Peace Officers Standards and Training (POST) Program. FISCAL NOTE: No impact on state funds in FY 2008, FY 2009, and FY 2010. PROPONENTS: Supporters say that recent revisions to the POST Program statutes accidentally removed the Department of Public Safety's rule-making authority. The bill will give the department the authority that it had prior to 2001 in regard to the POST Program.
