HCS HB 459 -- MUNICIPAL LAND TRANSFERS

SPONSOR:  Sutherland

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Ways and Means by a vote of 8 to 0.

This substitute adds county assessors to the list of county
officials who must receive certified copies of the ordinances
effecting a concurrent detachment and annexation of property
between municipalities.

FISCAL NOTE:  No impact on state funds in FY 2008, FY 2009, and
FY 2010.

PROPONENTS:  Supporters say that the bill provides notification
to counties when cities make land transfers which is important
since it is the duty of the assessor to keep records on all land
in the county.

Testifying for the bill were Representative Sutherland; and
Missouri Assessors Association.

OPPONENTS:  There was no opposition voiced to the committee.
