Summary of the Committee Version of the Bill

HCS HB 892 -- MEDAL OF FREEDOM

SPONSOR:  Kratky (Day)

COMMITTEE ACTION:  Voted "do pass" by the Special Committee on
Veterans by a vote of 11 to 0.

This substitute creates the Medal of Freedom to be awarded to any
veteran who honorably served in the armed forces at any time
since 1990 if he or she is a legal resident of this state or was
at the time of entering or being discharged from military
service.

The Adjutant General is authorized to adopt rules necessary to
issue the medal.  The Missouri Veterans Commission may solicit
medal designs from schools, veterans' groups, and civic
organizations; approve the design of the medal; and forward the
approved design to the Adjutant General for distribution.

FISCAL NOTE:  Estimated Cost on General Revenue Fund of $0 in FY
2008, $0 in FY 2009, and $308,957 in FY 2010.  No impact on Other
State Funds in FY 2008, FY 2009, and FY 2010.

PROPONENTS:  Supporters say that Missouri does not have a way to
honor those veterans who have served since 1990, and it's time
that the state honor these brave men and women for the sacrifices
they've made for our country.

Testifying for the bill were Representative Kratky; and Sargent
Major Bill Rutledge.

OPPONENTS:  There was no opposition voiced to the committee.
