HB 1019 -- Missouri Medicaid Program

This bill modifies the eligibility requirements for the Missouri
Medicaid Program by making the requirements no more restrictive
than those in effect on January 1, 2005.  Medicaid eligibility
requirements for custodial parents, noncustodial parents,
extended transitional medical assistance, and extended women's
health services cannot be more restrictive than requirements in
effect on January 1, 2002.

The General Assembly must develop a plan by June 1, 2009, to
provide access to affordable, high-quality health care and
conduct public meetings to allow input on the plan.  The plan
should be based on the best practices that have been proven
effective in providing access to affordable, high-quality health
care.  Any implemented changes will be subject to an annual
review.

The bill also removes the expiration date of June 30, 2008, for
the Missouri Medicaid Program and the health care plan for
uninsured children, commonly known as MC+ for Kids.
