HB 1031 -- Foster Care

This bill authorizes a tax credit of up to $10,000 for
nonrecurring adoption expenses to an individual or a business who
provides funds to assist an employee with the legal adoption of a
child in foster care.

A child in foster care cannot be relocated because his or her
parent or parents have relocated.  Parental rights can be
terminated if a parent has failed to contact the child for 12
months, without good cause, or when a parent has at least two
other children in foster care at the time of the child's birth.
