HB 1042 -- Community Improvement Districts

This bill allows any community improvement district that is a
nonprofit corporation to merge with another community improvement
district that is also a nonprofit organization if the boundaries
of the two districts are contiguous.  The merger must conform to
the procedures specified in Chapter 355, RSMo, which relate to
nonprofit corporations, and other requirements in the bill.

If two district corporations merge, the surviving district
corporation can continue to levy special assessments against the
property within the district as long as the level of service is
not decreased.

The definition of "per capita" is expanded as it relates to
condominiums to mean one head count applied to the applicable
unit owners' association and not to each unit owner.
