Summary of the Introduced Bill

HB 1062 -- Green Power Initiative

This bill establishes the Green Power Initiative which requires
electric utilities regulated by the Missouri Public Service
Commission to make a good faith effort to meet renewable energy
targets that involve the production of electricity using various
renewable resources.  The targets will be 5% of the total retail
sales of electricity by 2012, 10% by 2015, and 15% by 2020.

Existing renewable energy production and certain conservation
measures may be counted toward the targets.  The commission will
develop rules for meeting the energy targets and will consider
compliance costs, feasibility, reliability of service, and
economic impact.  It will also issue a report by July 1, 2010,
and every two years thereafter to the General Assembly concerning
progress toward the targets based on information provided by
electric utilities.  The reporting requirement will expire
July 1, 2022.

The bill becomes effective January 1, 2008.
