Summary of the Introduced Bill

HB 1074 -- Initiative Petitions

This bill changes the laws regarding initiative petition
procedures.  In its main provisions, the bill:

(1)  Requires the Office of the Secretary of State to accept any
portion of an initiative petition if the portion complies with
the requirements of Section 116.100, RSMo.  Petitions will no
longer be accepted or rejected in whole;

(2)  Requires individuals circulating initiative petitions to
attach an official summary statement instead of the official
ballot title to each page of the petition; and

(3)  Allows individuals circulating initiative petitions to
attach an official fiscal note summary to each page of the
petition, but specifies that all signatures will be counted
without regard to the legal status of the fiscal note summary.
