HB 1103 -- State Purchasing

This bill establishes the Minority Business Enterprise and
Women's Business Enterprise Oversight Review Committee within the
Office of Administration to increase and maintain the
participation of certified socially and economically
disadvantaged small business concerns or minority business
enterprises in supply, service, and construction contracts with
the state.  A study of the availability of socially and
economically disadvantaged small business concerns and minority
business enterprises in the marketplace must be completed by
December 31, 2008.  The Office of Administration will staff the
committee and aid in the performance of the committee's duties.

The provisions of the bill will expire six years from the
effective date.
