HB 1146 -- Utility Rates

This bill prohibits periodic adjustments to the rate schedules of
electrical, gas, and water corporations that are currently made
without general rate proceedings on the basis of changes in
regulatory costs and customer usage.  Corporations will need to
apply to the Missouri Public Service Commission for rate changes
through a general rate proceeding.
