HB 1163 -- Consolidation of Political Subdivisions

This bill authorizes the governing bodies of the City of St.
Joseph and Buchanan County, upon voter approval, to agree to
establish a commission to study the consolidation of the two
governments.  The commission will be established by gubernatorial
appointment, and the powers and duties of the commission are
specified including its investigative powers, preparation of a
preliminary and final plan, required provisions of the plan, and
preliminary and final plan deadlines.  If the General Assembly
does not reject the final plan, it must be approved in a
countywide election.  The bill also provides for the
implementation of the final plan after voter approval.
