HB 1234 -- St. Louis Students' Bill of Rights

Currently, the St. Louis Students' Bill of Rights becomes
effective upon approval by the voters.  This bill renames it the
Metropolitan School District Students' Bill of Rights and removes
the voter-approval requirement.  The state is required to pay
transportation savings to the school district as specified in the
bill for reimbursement of the transition to a kindergarten
through eighth grade system.
The bill contains an emergency clause.
