HB 1275 -- Deposits for Utility Service

This bill prohibits utilities regulated by the Missouri Public
Service Commission from requiring a deposit for new utility
service unless the customer has interfered with service in the
past or has an unacceptable credit rating.  No deposit will be
required if a customer has paid a portion of his or her bill
monthly and has an undisputed arrearage of $500 or less.
