HB 193 -- County Municipal Court in Franklin County

This bill allows Franklin County to establish a county municipal
court and to adopt orders with penal provisions in the areas of
traffic violations, solid waste management, and animal control.
Currently, only Jefferson County is authorized to do this.

The bill contains an emergency clause.
