HB 223 -- Emergency Drought Conditions

This bill creates the crime of setting fire to or burning trash
or other material in an area proclaimed by executive order of the
Governor to be in extraordinary danger from fire due to emergency
drought conditions unless the fire was set as a backfire by a
local, state, or federal fire agency or was a prescribed burn
conducted by authorized state or federal agencies and contained
to state or federally owned lands.  The crime will be a class A
misdemeanor.
