HB 317 -- Cellular Telephone Use While Driving Sponsor: El-Amin Beginning July 1, 2009, this bill prohibits the operation of a motor vehicle on public property while using a cellular telephone unless it is specifically designed and configured to allow hands-free listening and talking and is being used in that manner. Any person using a cellular telephone for emergency purposes; a person using a digital two-way radio and is driving a commercial motor vehicle, farm tractor, wrecker, or tow truck; or any emergency services professional using a cellular telephone while operating an emergency vehicle within the scope of his or her duties will be exempt from the provisions of the bill. Any violation will be an infraction punishable by a $20 fine for a first offense and a $50 fine for a second offense.Copyright (c) Missouri House of Representatives
