HB 502 -- Junior College Districts

Currently, a petition for the creation of a junior college
district is presented to the State Board of Education for
approval and placement on the ballot.  This bill requires the
petition to be presented to the Coordinating Board for Higher
Education, which determines if the petition is sufficient and
then requests the Secretary of State to place the issue on the
ballot.  The results of the election will be reported to the
Secretary of State, who will certify the results to the
coordinating board rather than to the state board.  The Secretary
of State will also determine which candidates have been elected
as trustees, and a candidate for trustee must file for election
with the Secretary of State.
