HB 519 -- Erica and Zayquon's Law

Currently, the crime of murder in the first degree, a class A
felony, occurs if a person knowingly causes the death of another
person after deliberation upon the matter.  This bill, which will
be known as Erica and Zayquon's Law, expands the crime to include
when a person knowingly causes the death of a child and a heinous
element is involved.
