HB 849 -- Internet Sexual Crimes

This bill allows multi-jurisdictional enforcement groups
investigating Internet sexual crimes against children to receive
grants from the Department of Public Safety.  Those funds will be
used to pay the salaries of detectives and computer forensic
personnel; provide funding for the training of law enforcement
personnel; and purchase necessary equipment, supplies, and
services.  Up to 3% of the funds appropriated to the department
may be used to pay the administrative costs of the grant program.

Any member of a multi-jurisdictional Internet cyber crime law
enforcement task force, who is also a peace officer, is
authorized to make an arrest anywhere in the state if the arrest
is within the scope of the investigation on which the task force
is working and prior notification is given to the chief of police
of the municipality or the sheriff of the county in which the
arrest will take place, except for certain circumstances.

The bill contains an emergency clause.
