HB 959 -- Utility Services for Low-Income Individuals

This bill requires the Missouri Public Service Commission to
implement an energy assurance program pilot project by October 1,
2007, to provide heat-related utility services to low-income
individuals.  The project will include payments based on a
person's income, a process for debt relief using credits, and a
focus on energy conservation.

The commission must issue an annual report on the project to the
General Assembly beginning January 1, 2008.  The costs of
administering and evaluating the project will be the commission's
responsibility.  The commission may allow utilities to recover
any net costs from participating in the project.

The provisions of the bill will expire six years from the
effective date.
