HB 961 -- Child Pornography

This bill allows any child who was a victim of sexual
exploitation of a minor, promoting child pornography in the first
or second degree, or possessing child pornography to bring a
civil action against the offender within 10 years of attaining 21
years of age or within three years of discovering his or her
injury.  Any individual who is convicted of, pleads guilty to, or
is found guilty of promoting child pornography in the first
degree will not be eligible for probation, parole, or conditional
release for three years.  Any individual who is convicted of,
pleads guilty to, or is found guilty of promoting child
pornography in the second degree will not be eligible for
probation.  Any person who commits possession of child
pornography will be guilty of a felony with a term of
imprisonment from one to 10 years.
