HB 997 -- Telemarketing No-Call List Sponsor: Zimmerman This bill expands the No-Call List to include cell phone and fax numbers and text messaging communications in forms that may be restricted through the use of the No-Call List. Exceptions to the general prohibition on telephone solicitations to those on the No-Call List are calls made with the subscriber's permission, personal calls, calls based on a current established business relationship, and entities that are tax exempt under Chapter 501(c)(3) of the United States Internal Revenue Code. The bill prohibits the use of an automatic dialing announcing device unless the device has a disconnect feature. The device cannot be used to call a residential subscriber who is on the No-Call List. If this general prohibition on using automated dialing announcing devices to contact individuals on the No-Call List is ruled invalid for any reason, automated dialing announcing devices may be used to contact individuals on the No- Call List who give permission to be contacted, by schools who are contacting parents, by employers contacting employees about work schedules, for personal calls, and for business calls where the parties have a current business relationship.Copyright (c) Missouri House of Representatives
