AN ACT
To amend chapter 407, RSMo, by adding thereto one new section relating to the selling of scrap metal.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 407, RSMo, is amended by adding thereto one new section, to be known as section 407.1500, to read as follows:
407.1500. 1. Any person working at a scrap yard who purchases scrap metal in this state shall, prior to purchasing such scrap metal, require the seller to provide photo identification of himself or herself. In addition to the photo identification, the purchaser shall maintain records of each transaction which shall include the following information:
(1) The seller's name;
(2) The seller's permanent address and telephone number;
(3) A description of the scrap metal purchased from the seller;
(4) The name of the purchaser of the scrap metal; and
(5) The date and time of the purchase transaction.
2. As used in this section, scrap metal shall include iron, copper, zinc, tin, steel, aluminum, titanium, metallic cables and wires, and other like materials.
3. Such records maintained by the purchaser shall be open for inspection to any law enforcement officers of this state and shall be maintained for three years following the date of the transaction.
