Be it enacted by the General Assembly of the state of Missouri, as follows:

Section A. Chapter 304, RSMo, is amended by adding thereto one new section, to be known as section 304.005, to read as follows:

304.005. 1. In any county with a charter form of government and with more than six hundred thousand but fewer than seven hundred thousand inhabitants, any two or more political subdivisions or the state highway patrol and any one or more political subdivision may by order, ordinance, or mutual aid contract agree to cooperate with one another in the formation of a multi-jurisdictional enforcement group for the purpose of intensive enforcement of the traffic laws of this state or any political subdivision thereof.

            2. Notwithstanding any other law, any peace officer who has completed the basic peace officer training program under chapter 590, RSMo, and who is engaged in an enforcement activity of a multi-jurisdictional enforcement group, shall have the power of arrest within any political subdivision which is a member of that multi-jurisdictional enforcement group.

            3. As used in this section, "traffic laws of this state or any political subdivision thereof" includes but is not limited to any offense set out in this chapter, sections 577.010 and 577.012, RSMo, and any other law of this state or any city or municipal ordinance regulating the operation of any motor vehicle.
