AN ACT

To amend chapter 630, RSMo, by adding thereto one new section relating to a mental health pilot project.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 630, RSMo, is amended by adding thereto one new section, to be known as section 630.1050, to read as follows:

            630.1050. 1. Beginning September 1, 2007, the department of mental health shall establish a pilot project that creates four assertive community treatment teams to provide services throughout the state or in designated pilot project areas, as determined by the department. If the department designates pilot project areas, such areas shall be designated by the department taking into consideration the following:

            (1) The number of persons with serious and persistent mental illness in a designated area;

            (2) The diversity of cases of persons with serious and persistent mental illnesses in a designated area;

            (3) The degree to which the area is representative of the overall number and diversity of persons with serious and persistent mental illnesses in the state; and

            (4) The community and support services available in the designated area to provide the best opportunity to assess and evaluate the effectiveness of the assertive community treatment model of care.

            2. For purposes of this section, "assertive community treatment" means a team treatment approach designed to provide comprehensive, community-based psychiatric treatment, rehabilitation, and support to persons with serious and persistent mental illness such as schizophrenia.

            3. Beginning July 1, 2008, and every subsequent July first, the department shall submit an annual report to the house budget committee and the senate appropriations committee detailing the results, assessment, and evaluation of the pilot project and any recommendations for expansion of the project.
