AN ACT
To amend chapter 252, RSMo, by adding thereto one new section relating to conservation.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 252, RSMo, is amended by adding thereto one new section, to be known as section 252.005, to read as follows:
252.005. 1. There is hereby created within the department of conservation a board to advise the conservation commission. The board shall be responsible for regional conservation evaluations which are under the control of the conservation commission.
2. Such board shall be staffed by the department and appointed by the governor with the advice and consent of the senate. The board shall have one member from each congressional district and not more than five of whom shall be from the same political party. Five members shall be actively engaged in farming, and at least fifty-one percent of such member's income shall be derived from such member's farming activities.
3. Each member appointed to the board shall serve staggered four-year terms in the following manner: Two members shall be elected for a two-year term with successor members elected to four-year terms, three members shall be elected for a three-year term with their successors being elected to a four-year term, and four members shall be elected for a four-year term. The procedures for such election and the designation of which terms will initially be two-year, three-year, and four-year terms shall be established solely by the department.
4. The board shall conduct at least two annual meetings and report to the conservation commission, the general assembly, and the governor annually. The members of the board shall be reimbursed for their actual and necessary expenses incurred in the performance of their duties.
