AN ACT
To amend chapter 640, RSMo, by adding thereto one new section relating to renewable energy research.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 640, RSMo, is amended by adding thereto one new section, to be known as section 640.697, to read as follows:
640.697. 1. There is hereby established a "Renewable Energy Research Grant Program" which shall consist of moneys appropriated annually by the general assembly from general revenue for grants and any gifts, bequests, or donations for grants.
2. The department of natural resources shall administer and approve disbursements to public and private nonprofit organizations from such program. Grants for such program shall be used to conduct research for renewable energy, or research seeking to improve the efficiency of renewable energy sources, or for educational purposes. Such program shall also provide funding for projects on passive solar space heat, solar water heat, solar space heat, solar thermal electric, photovoltaic, landfill gas, wind, biomass, hydroelectric, renewable transportation fuels, municipal solid waste, weatherization, and conservation. The grants issued under this program shall not be for private use or capital projects.
3. All grants may be awarded for up to ten years, as determined by the department of natural resources. Notwithstanding the provisions of section 33.080, RSMo, moneys in the fund shall not revert to general revenue. The state treasurer shall invest the moneys from the fund in the same manner as other state funds are invested. Interest accruing to the fund shall be deposited in the fund and shall not be transferred to the general revenue fund.
