HB 1348 -- ST. LOUIS BOARD OF POLICE COMMISSIONERS SPONSOR: Portwood COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Crime Prevention and Public Safety by a vote of 9 to 0. This bill repeals the requirements that the St. Louis Board of Police Commissioners establish the Bertillon system of identification of criminals and employ additional assistance to conduct and manage the department. FISCAL NOTE: No impact on state funds in FY 2009, FY 2010, and FY 2011. PROPONENTS: Supporters say that the bill repeals a method used to identify bodies in the late 1800s. The method uses measurements of a person's body parts and is based on the theory that no two people have the exact same dimensions. Testifying for the bill was Representative Portwood.
