HCS HB 1676 -- ADMISSION OF NONRESIDENT STUDENTS SPONSOR: Cunningham, 86 (Hoskins) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Elementary and Secondary Education by a vote of 10 to 0. Prior to the beginning of the 2009-2010 school year, this substitute requires the Department of Elementary and Secondary Education to develop criteria for the admission or rejection of nonresident students from unaccredited districts who wish to transfer to an adjoining accredited school district. No student can be rejected except for reasons specified in the criteria, and appeals to the State Board of Education are allowed. FISCAL NOTE: No impact on state funds in FY 2009, FY 2010, and FY 2011. PROPONENTS: Supporters say that St. Louis County school districts are refusing to allow some students from the city schools to transfer from unaccredited districts which is frustrating many parents because the decisions seemed arbitrary. Having standards by which a district makes a determination to accept or reject students from an unaccredited district will help. Testifying for the bill was Representative Hoskins.
