Summary of the Committee Version of the Bill

HCS HB 1707 -- DESIGN-BUILD CONTRACTS FOR SCHOOL DISTRICTS

SPONSOR:  Muschany (Baker, 123)

COMMITTEE ACTION:  Voted "do pass by consent" by the Special
Committee on Student Achievement by a vote of 6 to 0.

This substitute authorizes school districts to enter into
design-build contracts for construction projects costing more
than $15,000.  Design-build procedures are established regarding
the process in individual school districts including requesting
proposals, advertising, awarding contracts, employing an
architect or engineer, and setting requirements for bonding and
contractor licensure and exemptions.

FISCAL NOTE:  No impact on state funds in FY 2009, FY 2010, and
FY 2011.

PROPONENTS:  Supporters say that design-build contracts
streamline the building process, can save money, and offer
value-based feedback that increases accountability.

Testifying for the bill was Representative Baker (123).

OPPONENTS:  There was no opposition voiced to the committee.
