HCS HB 1723 -- COLLECTION OF TAXES SPONSOR: Deeken (Franz) COMMITTEE ACTION: Voted "do pass" by the Special Committee on Government Affairs by a vote of 6 to 0. This substitute allows first classification counties without a charter form of government and second classification counties to collect property taxes using electronic records and disbursements. Taxing authorities will be required to request notification of current taxes paid under protest by February 1, and county collectors must provide the information by March 1. Delinquent personal property taxes are charged with a penalty of 18% of each year's delinquency, with no more than 2% per month. County collectors of those counties are required by the fifteenth day of each month to file, with the county clerk, the detailed statement of taxes and licenses collected during the preceding month. FISCAL NOTE: No impact on state funds in FY 2009, FY 2010, and FY 2011. PROPONENTS: Supporters say that the bill will save counties money by giving local governments a more efficient tool for collecting taxes. The bill also clarifies some language and removes obsolete provisions. Testifying for the bill were Representative Franz; and Missouri County Collectors Association.
